Consortia/Third-Party Administrator

Core Diagnostics manages the employer's DOT drug and alcohol testing program, including maintaining required testing records for drivers that must comply with the Federal Motor Carrier Safety Administraion (FMCSA) regulations.  We offer a consortium for owner/operators and companies too small to host their own random pool.  

In an effort to improve highway safety, in January 2020, the FMCSA Clearinghouse became a mandatory requirement by the Department Of Transportation (DOT) for FMCSA-regulated companies and truck drivers to comply. 

The Clearinghouse is a secure online database that gives employers, the Federal Motor Carrier Safety Administration (FMCSA), State Driver Licensing Agencies (SDLAs), and State law enforcement personnel real-time information about commercial driver’s license (CDL) and commercial learner’s permit (CLP) holders’ drug and alcohol program violations.

The Clearinghouse contains records of violations of drug and alcohol prohibitions in 49 CFR Part 382, Subpart B, including positive drug or alcohol test results and test refusals. When a driver completes the return-to-duty (RTD) process and follow-up testing plan, this information is also 

recorded in the Clearinghouse.

These new regulations have impacted businesses in a number of ways making it challenging to continuously stay compliant.

As part of remaining DOT compliant employees must take yealy random drug tests to ensure a drug-free workplace and safety of everyone.

Manage Return-To-Duty Test

Drug tests are required for truck drivers when returning to duty if they were penalized for previously disobeying DOT compliance regulations. Core Diagnostics will manage the notificaitons and compliance with SAP testing recommendations
